So basically someone doesn't really understand the basics of how bittorent works and upon downloading something, moves the files to other directories, meaning that Deluge can no longer find them.
Is there a way to lock the Deluge folder so that everyone could only read ( extract, open, etc. ) it ?
** I don't want to run Deluge as root.

Is this someone using a different user to access these files? If so, save the files somewhere under your user and change the accessibility for other users, so it is read only.

Well, it's not gona work - the user should be able to download and use the files. I just don't want him to be able to move them away from the downloads folder after the download have been completed.
Basically, it would be a a situation where one can do anything he wants except the ability to delete / move.

Well it might work... The user will be able to read and use the files you have downloaded, but not modify/delete them. The download folders will be different for different users however. So the other user will just have a different folder where they download. -unless you don't want two different download folders.
An alternate is to run deluge as your user. So deluge has access to read/write in the download folder. But you will need to give the other user your credentials.

You can use the "run command on completion" hook to change the permission to read only on the files when they are finished downloading. And/or run the deluge daemon from rc.d, and only giving the user read access to everything in /home/deluge
