Right now I have a separate partition for /home directory.
How can I install Arch so that it will not do any chances to /home partition and just format the / partition.

This is covered in both the official install guide and the beginners' guide - you will find them in the wiki.

In the step of choice the /, /home and swap partition when you install the new system, don't define a /home partition. Then, when the new system is set, add in your fstab file the /home partition.
It's more easy than you think.

He can define his /home partition, and tell the installer not to format it.

hi, i'm in a similar situation
i already have a /home/cngn partition/directory with my media files on it (from different linux installation)
after installing arch should I use the -m option while adding a user cngn or not?

That's probably not a good idea. You should use a different username or set the directory to something different using useradd -d /home/notcngn -G groups -s /bin/bash notcng.
