Video question and metaquestion

I'm sorry if this is addressed elsewhere, but I don't even know how to describe it to search for it. For a while now (maybe a month? or more?) I've had some annoying video problems that show up mostly in programs that do animation/video. The screenshot below shows the problem in Google Earth. As the image in the main pane changes, it flickers between what I'm supposed to be seeing (a map) and the stuff shown in the image. When the map stops moving, all I see is what's in the screenshot.

So my question is, what's going on and how can I fix it? And my metaquestion is how would you describe this?

Seems like a driver problem. Try other drivers. I am not familiar with ati cards, but maybe search the forums for more information.

As for the description, you can call it 'garbled graphics' or something tongue
