lxpanel ignores system time

I can't figure out why.  Tried setting system time all sorts of ways.  Lxpanel uses some other zone information or something.  Four hours off no matter what.  localtime or UTC doesn't matter.

Well, anyway, I was wondering if there was some way to get applications to observe the hardware time as this doesn't seem to be documented anywhere.   I guess I just have one of those motherboards that has a crappy ACPI implementation.  Using ntp seems to do the job.

Nope, now ntp has refused to work.  And the time difference that lxpanel displays in relation to the BIOS isn't exactly set.  I'm about 8 hours off now, and nothing will change the time lxpanel displays.

Is the output of "date" correct (run it in a terminal)?
