Permanently Enable Mousekeys

Is there a way to have Xorg's mousekeys be permanently enabled?

I want them to be enabled by default, the possibility to toggle off them would be appreciated... basically I want the inverse of their current behavior.

I don't use a mouse much, but for those websites that don't work well with Vimperator, it is annoying to have to press Shift-NumLk every 5 minutes.

I see now that in the latest Xorg, the cursor no longer resets its position when using mousekeys, which is great. I still haven't solved the problem.

Surely someone knows how to permanently enable mousekeys? Some sort of line to put in an xorg config file?
