Radeon 9200 RV280 driver issues. Low FPS with SDL

Hey, guys!
I have a problem related my video adapter and it's drivers. I try to develop an SDL based application and FPS rate is too low (nearly 22 FPS). The program is very simple and it only renders a BMP image. The same program has 110 FPS compiled in WIndows. It seems that something wrong with driver (I use xf86-video-ati). Can you give me some advice?

Configuration:
AMD Athlon(tm) XP 2200+
Radeon 9200 RV280
512 MB DDR RAM
gcc 4.5.0-4
SDL 1.2.14-4
