Package is not updated for a long time - what to do?

The problem is simple: KTorrent 4 has been released on 24 May, today is 9 June, but the package is not updated yet.
I wanted to contact maintainer, but there is no e-mail in package description.

I know about package in AUR (ktorrent-devel), but that is not what I want (I use Arch for binary packages, really).

How can I speed up the process of updating package? Can other Arch developer update this package, if the maintainer for some reason not doing this?
