I use openbox and tint2. When I maximize a window such as firefox, it ignores the panel and maximizes beyond the panel resulting in the bottom of the browser to be cut off. Is there a way for openbox to recognize the panel as a border and maximize accordingly?

I have the opposite problem. I want to ignore the panel so I can go beyond it.

use the openbox margins. i don't know what u have to write in ur rc.xml but you can configure them with obconf
edit: there is the option for rc.xml:
<margins>
<top>18</top>
<bottom>16</bottom>
<left>1</left>
<right>1</right>
</margins>
is already there so just edit the the margins (in px) that they cover ur panel

maybe it helps if you use the <layer>below</layer> option for your panel in the rc.xml

Thanks adding 'below' helped my windows float over the panel, but there is a minor annoyance. When I have a window over the panel and then I click the panel, the panel comes back above the windows.
Is there a way to add 'always on bottom' ?

That is the "always below" option.. It works on regular apps here, they stay below others also after giving them focus or clicking on them.

with AUR version of tint2 you can manage all case with :
panel_layer = bottom,normal,top
strut_policy = follow_size/minimum/none
autohide_height = integer
maximized window never cover tint2:
panel_layer = top
strut_policy = follow_size
should solved your problem.
maximized window are behind tint2:
panel_layer = top
strut_policy = none
maximized window are behind tint2, but leave 2 pixels free so you can use desktop action (right click, ...):
panel_layer = top
strut_policy = minimum
autohide_height = 2
