Does rankmirrors use the exact same criteria as the Mirror Status tool at http://www.archlinux.org/mirrors/status/? I was just curious.

Alright. I might just do that. I want to know if using rankmirrors is better than using the mirrorlist tool with "use mirror status" enabled, or vice versa.

They do different things:
Rankmirrors checks a list of mirrors for speed (bandwidth) by timing a download.
http://www.archlinux.org/mirrors/status/ checks the mirrors for lag, how far they are behind the main repository in terms of sync.
Short answer: no
