Standard for package revs

Recently the erlang package was rev'd with the only change being minor refactoring of PKGBUILD:

This results in a > 30 MB upgrade that provides no runtime value whatsoever.

I'm now wondering how often this occurs across other packages.

Is there a documented standard that package developers are asked to observe when pushing updates?

In this case, it would appear that erlang was rebuilt for the unixodbc bump. Without it, erlang would have been broken.

I don't think there are any devs who rebuild their packages just because the PKGBUILD got revised. That would be foolish. Usually rebuilds are with good reason.
