the new NoUpgrade rules in pacman.conf consists of many new files, which are perfectly reasonable. however, i think the NoUpgrade rule should only be honored if files already exists, so pacman doesnt override them. but if files doesnt exists (as in using arch-bootstrap, or installing Arch manually) the files can/should be installed.
i dont think this will cause any problem, but maybe im wrong. please share your thoughts on the subject before i post a feature request... tnx.
