I have:
P4 @ 2.6GHZ w/ 512k memory (box I found in the trash)
or
Pentium M @ 1.5 GHZ w/1Gig memory (thinkpad X41 I bought on ebay for 100 bucks a while ago)
I plan on having a server with 2 or 3 people on it max, but I'm wondering if it's better to have a faster CPU or more memory for all of this.

I would use the P4 box but put some more Ram in it. Minecraft is a pretty resource intensive game. I admin a server or two and some quad core machines start to struggle as the maps get larger.

Obviously, but right now, money is crazy tight (starving engineering student over heeeer!)
The maps aren't going to get too too large, again, not many people will be playing this server.
The main question: Do I need more CPU or more RAM?

I would think 512 M? ![]()
I would prefer more RAM because Minecraft is written in Java and Java seems to be very RAM-hungry.

The Minecraft server software needs ~1.5GiB of RAM to run without swapping if there are around 3 users. I would try the Pentium M first. It may lag a little since the CPU is a bit slow, but it would likely lag less than the P4 because the P4 would be thrashing all the time.

Well you could always try running a Hadoop or Beowulf cluster over the two of them. I mean if it doesn't have to be a choice persay.

Memory for a P4 machine should be pretty cheap on ebay (or just keep looking in the trash:-)).
You could just try it on both, and keep whichever works best.
