Messed up locale- trying to display Hebrew file names +English int

Hi,
This morning I did a fresh installation of Arch-X86_64/KDE 4.8.
Being in Israel, I'd like to display (some) Hebrew file names in Hebrew characters (but keep the user interface in US English!), both in KDE and in the terminal.
I couldn't achieve this, and probably messed up my locale:

My current locale commands yields:

LC_CTYPE="POSIX"
LC_NUMERIC="POSIX"
LC_TIME="POSIX"
LC_COLLATE="POSIX"
LC_MONETARY="POSIX"
LC_MESSAGES="POSIX"

My fstab is configured as follows (the Hebrew files are in my /home):

UUID=9d6eb8a2-be83-477b-976e-e6d1ad560f8d /home ext4 defaults 0 1

Please advise, including how do I modify my locale.

Have you already tried to generate and set the locales as described in this wiki article?
