So the gist is that it'd be easy to do with a script, but difficult to "package" and distribute through pacman?

No... the gist is that if you change your filesystem layout and the arch packages are not designed for that, then you could end up with a broken system.

In faxt I try make this manualy
and work for al execp, the init for daemons and the mounting of devices and fsck
in resumen> boot/ but fail agter the initialization of the initscript (but almos the kernel not have problem managin this...good begin)
