Wireless mouse (logitech M195) and strange switching USB to low-speed

I experience this problem on my ThinkPad T400 (on my good old T42 everything seems to work fine).

I've been using an USB TV tuner Hauppauge HVR-900 based on em28xx for a long time. With my old wired mouse everything worked correctly. Then I decided to buy a new, wireless mouse: a Logitech M195.

If I start the notebook with the mouse receiver unplugged, first connect the tuner and then -- the mouse receiver -- no problems occur, it's OK.

If the USB receiver is the first USB device plugged I cannot get the tuner functioning. The log messages when plugging the tuner are quite confusing:

It seems like plugging the M195 receiver as a first device switches my USB ports to some low-speed (USB1?) mode..? Interesting that unplugging the receiver and restarting the notebook doesn't help. I have to power it off and then turn on.

Any explanation, help or info on debugging welcome!

BTW: Can anyone explain the log messages:
"Warning! ehci_hcd should always be loaded before uhci_hcd and ohci_hcd, not after"
?
