syslog-ng fails

Hi, I am using an Arch 64 system with syslog-ng 3.3.4-2 (latest). The system was updated a couple of weeks ago. After a system restart today syslog-ng fails on boot. The Slim login manager does not start up and the screen goes back to a command prompt. However, a basic startx works. Wicd gives a dbus error message.

Starting syslog-ng from the commandline gives the following error message

syslog-ng: Error setting capabilities, capability management disabled; error='Operation not permitted'

Trying to open module; module='dbparser', filename='/usr/lib/syslog-ng/libdbparser.so'
Trying to open module; module='syslogformat', filename='/usr/lib/syslog-ng/libsyslogformat.so'
Error creating persistent state file; filename='/var/lib/syslog-ng/syslog-ng.persist-', error='Permission denied (13)'

I tried deleting the /var/lib/syslog-ng/syslog-ng.persist- file however it doesn't solve the problem. I also ran fsck by using shutdown -Fr now but that didn't work either. I am unable to update the system since pacman gives a 'dowload library error'. I have disable ipv6 through the kernel options but pacman refuses to update. I am not sure if it is related to the syslog-ng problem. How can I get syslog-ng working again.

Seems like a permissions issue, maybe caused by an upgrade that failed half way. Any sign of that in pacman.log?.
Does syslog-ng run as root? can root write /var/lib/syslog-ng/syslog-ng.persist- ?
Also what "dbus error message"? Please give details when asking help.

reinstall libcap? syslog-ng has to be started as root, but it drops a lot of capabilities...
