I've installed 64 bit arch on my Dell Latitude E5520 and it doesn't reboot, it hangs with message "Restarting system". But power off works ok.
32bit system doesn't have this issue.

You're gong to have to provide more info.
Did you check the wiki and search the forums?
What's your desktop environment?
Have you tried
init 6 as root?
Are you using a display manager?
Any other pertinent information?

I've tried different kernel boot options for reboot: bios, acpi, warm, cold, efi. Nothing helped.
I use gnome desktop, reboot from root doesn't work.
Kernel version is 3.3.3
Disabling all daemons and modules in rc.conf file didn't help too.
I tried to boot from arch 64 bit installation iso, with kernel 3.0.3 - reboot works from there.
