Package versions

Hey all.

Im fairly new to arch. But one question is nagging at me. Why are the versions in the repos the versions they are ? i think i read "latest stable realease" somewere.

But then i start to compare packages and then the doubt comes up.

An example.

Kernel package. (http://kernel.org/)

Has 9 stable releases. 2.6.27.62 to 3.3.4. Here arch uses the latest, thats the goal of course. Not the oldest stable there is.

Then i compare that practise with php package. (http://php.net/)

They have two stable releases, like the kernel package just less of course. But here arch uses the oldest stable and not the newest.

Is this completely up to the package maintainer or is there guidelines on what version should be done ?

This example just shows me that there are no strict rules on this area or other criterias are in play as well.

Thx. Seems like the php maintainer has put latest branch into testing.
