Ati Graphics card with high temperatures at idle

I've got an ATI Radeon HD 3600 graphics card which seems to be running at a high temperature of around 84 C from the point of the computer booting up and doesn't drop.

I don't have anything that would be pushing it that hard, to my knowledge. I have Gnome 3 and just browse the web and watch a few videos nothing which i thought was particularly heavy going graphically.

I'm running it using the open source drivers and I was wondering if this could be to cause.

I couldn't find anything about it through searching but I wanted to check before I fiddle around with the heat sink.

Here is the information about the card from lspci:

VGA compatible controller: Advanced Micro Devices [AMD] nee ATI RV630 [Radeon HD 3600 Series]

The card doesn't seem to be unstable and nothing is crashing or slowing down.

i've a similar experience with nvidia .... the problem ? bad power management in opensource driver.....  :-(   for now we hope

to be sure do this test:
write down the temp of the card using open source driver
then try with closed source one in the same environment (time of use and type of use)
