I'm missing something from the recent announcement about systemd-tools replaces udev.
Does it mean it should be fine to remove udev from the HOOKS in /etc/mkinitcpio.conf?
Or, the news is only about package(s) reorganisation and merge?

This. If you used udev before you'd still need it. systemd-tools is just the package that provides udev now.
