Hello, I just tried to install libproxy, but it failed:
$ sudo pacman -S libproxy

Errors occurred, no packages were upgraded.Furthermore, the page of the package (http://www.archlinux.org/packages/extra/i686/libproxy/) is blocked by the internet filter. So I think I can't install libproxy because of the internet filter. Is this possible, and how can I solve it (I can't disable the filter)?

Are you having the issue only with that specific package/signature (aka can you install other packages and/or update your system)? If so, try "pacman-key --refresh-keys" to refresh your keydb.
If you have it with every single operation, do a quick search on the forum.

I tried "pacman-key --refresh-keys", but that doesn't solve the problem. I tried another package signed by Evangelos (cloc), and that went smoothly.

proxytunnel can't be installed, too. I really think now it is the internet filter blocking every url with 'proxy' in it.

If you're indeed being denied by a filter (for example a proxy that categorizes these http/ftp downloads as denied), then there's not all that much you can do besides either asking your resident sysadmin/security engineer to allow it and/or installing the package through a connection that doesn't have these restrictions.
