vgaswitcheroo, /sys/kernel/debug/vgaswitcheroo is missing

Hi all,

I'm having troubles disabling my discrete graphics card (an ATI Radeon). I already tried this guide, but after completing all the steps (including mounting the debugfs) /sys/kernel/debug/vgaswitcheroo still doesn't appear.

/proc/config.gz does have CONFIG_VGA_SWITCHEROO=y

The list of things I did to help this:
Downgrading the xf86-video-ati driver
Downgrading the linux kernel (I actually have two of them, 3.0.30-2-lts and 3.0.34-1-lts)
Trying different modeset values for radeon
Enabling both i915 and radeon in KMS
Playing with BIOS settings, however there was no option to completely disable the discrete graphics card

How can I turn that discrete graphics off? It runs quite hot and consumes lots of power.

Oh, and, this isn't a laptop computer. Currently the VGA cable is plugged into the motherboard, which has Intel HD graphics.
