It looks the same whether I set DAEMON_LOCALE to 'yes' or 'no'.
How can I make the output all-English?

Initscripts was updated recently due to this bug. Not exactly the same as what you're seeing, but you understand where I'm getting at.
So bottomline, is your initscripts package up to date and if so, are you also experiencing the issue if you roll it back,...?

I'm up to date and my /var/log/boot says it has been like this since at least May 22nd.
Downgrading (even to March initscripts) didn't help.

DAEMON_LOCALE applies to the daemons in your DAEMON array, not to early boot. That may or may not be a bug, haven't thought about it... What is the reason you would want your user locale in polish (guessing) but your boot in english?

that's why I'm a bit confused.

It's not a huge deal, I have
export LC_MESSAGES="C"
in .bashrc because I prefer English. That doesn't work at boot :-)
I'm curious what has changed, since my settings haven't.

I'll have another look at this, thanks for the links.
The change of behaviour was mostly coincidental. I guess the best solution would be to let rc.conf/locale.conf apply everywhere (hence deprecating DAEMON_LOCALE), and allow them to be overridden on a per-user basis.
