I'm pretty sure this VIA chipset does. Also, if the hardware doesn't support it, shouldn't I get a "no such device" error?

I think you're right. On my system:
# modprobe hw_random
FATAL: Error inserting hw_random (/lib/modules/2.6.12-ARCH/kernel/drivers/char/hw_random.ko): No such device
. Then, I don't know.

insmod errors can be caused by incorrect module parameters, including invalid IO or IRQ parameters.
You may find more information in syslog or the output from dmesg
