this time, i want to try to install arch (no base distro like Archbang), and the problem is => how can i connect to internet and install my packages ... via 3G modem
with commands only ?

To my knowledge, basically have two options to connect via 3G: NetworkManager and connman.
NetworkManager needs Modemmanager to be installed too and can then be controlled via command line by using nmcli. However, there used to be a bug in the current version of NM that prevented nmcli to work with NM. That Bug has been fixed in the latest RC on github, but I am not sure if that fix is included in arch's NM package just yet. So this might not work. Besides, you will need an existing internet connection in the first place to install NM.
The Alternative is connman, which can only be found in the AUR. conman in turn can be controlled from the command line.
