There is no point discussing how it would be implemented in pacman.  That is already done and works.

The only way to get this implemented in Arch Linux is for people to start using the delta implementation in pacman and find out what needs done to polish it.  Some patches to the repo management tools will be needed too...

It seems reasonable and I believe patches would be accepted to the repo scripts and the clean-up ones to implement this.

Also, check out what "pkgdelta" in the pacman repository already does in terms of not creating deltas for very small packages or when deltas do not save much space.
