Why do my fonts suddenly go from displaying normally to looking like this under GNOME 3?
The same thing happens under Cinnamon. Other desktop environments don't have this problem.
I'm using an ATI Mobility X1400 notebook video card.

This problem predates the recent Fontconfig changes.
By "suddenly", I mean that at some random time after I login to my GNOME 3 session, the fonts go from normal to corrupted. It could be 30 seconds or it could be 30 minutes.
The fonts don't always stay corrupted, either: for example, at another random point in time, my XChat fonts will go back to normal, but my VirtualBox and Chromium fonts will still be corrupted. If I logout and login again, the problem is fixed, until they decide to randomly break again.

I should probably also note that I'm using the default open source xf86-video-ati (radeon) driver.

Is your system fully up-to-date? Do you have any critical (by this I mean driver-related, such as mesa) packages from git/AUR?

Yes, my system is up to date.
The only AUR packages currently installed are as follows:
[mosno@pixel ~]$ pacman -Qm
cinnamon 1.5.4-2
gnome-menus2 3.0.1-1
muffin-wm 1.0.9-1
ttf-droid-sans 2.0-1
[mosno@pixel ~]$
The rest are from core/extra/community. No non-Arch software has ever been installed on the machine.
System is i686.

One last thing: try changing the font and see if the problem persists.
Otherwise, are you sure your mirrors are up-to-date?

According to the Mirror Status page, my mirror is 100% up to date.
I don't think changing the font will help since the problem affects at least 3 different fonts (Mutter window title font, GTK+ 3 menu font, Gnome Terminal font, Chomium tab font) simultaneously.
