You are not logged in.
When I plug the USB device into my computer, nothing happens. There are no messages in dmesg and device doesn't appear in lsusb.
However, if I reboot or suspend+resume, the device is detected immediately and gnome open popup shows. When I plug and unplug it afterwards, the same problem persists.
What should I do to debug it further?

What happens if you run "udevadm trigger"?

do you have udev and udisk (or udisk2, since you're using GNOME) installed? are those running?
also, is your user part of the "disk" and "storage" groups?

The problem is not with just USB storage devices, but with other devices too (printers, DVB sticks, mice).

is your account in the correct groups? the output of
groupsshould contain "storage" and "disk".
