KDE seems to now be abiding by the rules set in power management config GUI (KDE settings manager) since I upgraded to KDE 4.9. Am I the only one?

The same here! But maybe i'v got a little bit closer to the cause. When file transfering occurs (filezilla) then dpms goes to 3seconds immediately, regardless of kde power settings. It's always reproductible. It has been started to happen a few days ago. And one more thing, I installed xautomation and xbindkeys probably at the same time, when this started.

I still have this problem with KDE 4.9, it doesn't appear to be solved. It hasn't acted up in a while, but I can see that DPMS is enabled and I'd prefer it not to be. I still don't understand why there's no config file somewhere to turn this off like everything else.

It looks like i've got some sort of solution. (at least for me) The problem started after I set up systemd, so i just reverted to the original BSD-style init, and that is it.

I transferred a file over the network via Samba and I didn't have it immediately revert back.

I take that back. It just started doing it again.
I am removing the solved status from this bug, we know the trigger but not the fix.

Same here. I've tried everything...
KDE up to date and ATI open source drivers.
I have xset -dpms in the script section off the AC power settings of the KDE energy options, in rc.local, and as a init script of the KDE desktop.
None of these works.
It's strange because i can watch videos in mplayer/smplayer perfectly fine. The screen never goes to sleep.

That bug was reported more than six months ago (https://bugs.kde.org/show_bug.cgi?id=295164). That bug report has not even been confirmed yet! It seems like to me no one cares. And yes, we are dealing with the same annoying crap.
