[SOLVED] dynamic voltage scaling isn't working

I have C1E and AMD's cool n quiet enabled.

This use to work, but I've recently noticed that my voltage doesn't change anymore, although my frequency does change (but only between the minimum and the maximum p-states, almost never in between).

edit: turns out my sampling_down_factor was so high that the CPU was hardly going down long enough for the voltage to drop
