Cannot resume from suspend with USB keyboard

I have been struggling to get my laptop to resume from a suspended to RAM state by typing on my USB keyboard, or by doing anything but pushing the power button for that matter.  I understand that this should be possible by using a command such as

echo USB0 > /proc/acpi/wakeup

as described here, but doing so has no effect on the wakeup file.  I thought maybe the problem had something to do with systemd, so I tried the suggestion regarding the wakeup file described here.  Still no effect.

Does anybody know what the problem could be?

Are you sure you need to be activating USB0?  I mean, did you dump the contents of 'wakeup' to see what options are specific to your system?  Do you even know what port your keyboard is plugged in to?

Nope.  I was wrong about that.  USBx does not appear to apply to me because no entries of the sort exist in /proc/acpi/wakeup.  Here are the contents of the file.

I followed the suggestions made here to do some investigating on the devices in wakeup.  OHC0 and OHC1 look to represent my USB devices.  Here's what dmesg has to say about them.

So, I enabled them in the wakeup file, but it had no effect.  Still can't wakeup the system from a USB devicee.

I gave up on this for a while but have been revisiting it today.  There still doesn't appear to be anything I can do with /proc/acpi/wakeup to get my laptop to resume from a USB keyboard.  I did make a little progress by using pieces of this guide, though.  I used the udev resume script shown on that page and configured a rule for my keyboard under /etc/udev/rules.d.  However, now when I suspend the system it immediately wakes itself up again.
