why my "rc.conf" disappear ?

I install my system using the new iso image 2012.10.06, but after installation i found there is no “rc.conf” in directory /etc/. And I also can't start my network. How this happened ? Is there any new settings I don't know?

Yes, there's a lot of new setting you apparently don't know. Check the beginner's guide, everything's different with systemd.
