To the best of my knowledge, such a person, or indeed such a package, does not exist. The people who care (if they exist), must be the ones to take the initiative to get that rolling. The best outcome, from my point of view, would be if nothing happened and initscripts and rc scripts just died a natural death (i.e., they would be dropped due to no one being interested in working on them, as opposed to us ripping it out).
