i got a fast dvd/cd burner and when starting to burn a cd it writes with about 35x but after 28% the device buffer goes down to 1% and it only writes with 1-2x!
(that i'm burning a 900mb cd shouldn't matter here)
in windows i burn the same cd with full speed all the time...

maybe your tmpfs ran out of space, its happened to people before ripping mp3's. Try commenting out that line in fstab, reboot and try again.

Well, by default Arch uses tmpfs as /tmp filesystem, meaning that temporary files are put into your RAM, not on your hdd (to put it simply). It's a (more or less) good thing if you keep only small files in /tmp (faster access, it cleans itself utterly every reboot), but alas, causes problems when one needs more space in /tmp (tmpfs space is obviously pretty much limited, depending on your amount of RAM).

This is also where swap space comes into play. Once the kernel says to the application: "nope, thats enough ram space for you" it'll redirect the rest into swap. That's why you wan't to pay attention to the amount of swap you have when using tmpfs, although speed is reduced considerably once it has started to be used.
When you comment the line in fstab, /tmp is now not part of the tmpfs system, but a regular directory under your root partition. Therefore limited only to remaining harddrive space yet slower in performance than tmpfs.

Maybe you can get away without a reboot, just umount /temp. If nothing is using /tmp then it will drop back to your HD. I zapped tmpfs long ago, if it is going to use a HD for swap, then we might as well use the HD for /tmp. Even unzipping a big file with mc clobbers ram.
