Random scattered graphics at X start up [ATI][KMS]

In the past 6 years I'm a ATI user (unlucky me) and I've been switching between the open source and proprietary drivers. Recently I switched back to the open source drivers and I noticed that in the first second when X starts there is a random lines and dots scattered.

So would ask the following:

  • What is this and is there any established name for it?

  • Is it happening only when using KMS? (there was nothing similar when using the proprietary drivers)

  • Is there a similar case to this for the nvidia users?

  • Can this be somehow fixed?

The thing is, its not a big deal at all, but it makes bad impression on every non-linux user out there. Personally I don't mind it, but I would be happy if there is some fix for it.
