Well, not really. That patch is a patch to bring kernel-3.6 upto 3.6.10.
To get the diff between 3.6.10 and 3.6.9 you would need to diff the kernels after patching.

But when there are two new kernel (i.e. 3.6.10 and 3.7) only the one in [testing] takes precedence. I should have been more clear in my first post. The diff I refer to in the first post is not the source code by the ARCH packages and files therein.
