Enable CONFIG_DYNAMIC_DEBUG by default

Hello, while trying to make tproxy work on my laptop, I've found that CONFIG_DYNAMIC_DEBUG kernel option is not enabled in core/linux kernel. Why is this so? According to http://kernel.org/doc/ols/2009/ols2009-pages-39-46.pdf performance cost is negligible, do I miss some other drawback?

Probably just because no one needed it until now. Opening a bug report would be the fastest way to solve this.
