I installed cpupower and CPU Freq extension for Gnome Shell. However, I have only two governors on the list: ondemand and performance.
Why there's no powersave? Is it because my bios or processor (Intel® Core™2 Duo CPU T6600 @ 2.20GHz × 2) doesn't support it?

I found out that CPU Freq gets governors list by running cpupower frequency-info -g:
~ $ cpupower frequency-info -g
analyzing CPU 0:
ondemand performance
Do I have to load some modules or install packages? I installed powertop, but nothing has happened.

yes, only ondemand and performance are loaded automatically.
for powersave you need to modprobe cpufreq_powersave .

Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.
