Everytime I start dolphin its a small window, or if I open anything with kate the window is only 5 lines long. How can I have kde always remember the window sizes it was previously at?

you can specify your preferences in systemsettings->window behaviour->window rules. Just add a new entry for the application you want to start in a specific size, position, etc.
There are tons of options there, have fun.
edit.: forgot to say that you can also specify a rule for more than one application.

Thanks. I always thought this was enabled by default and maybe something was off. Guess not.

Have to say I noticed that after switching theme engine (like oxygen > bespin > oxygen again) some kwin default rules screw up. You may want to check the kwin config files in yourhome/.kde4/share/config in search of something strange.
