Unable to start jack2-dbus

~/ jack_control start

ERROR:dbus.proxies:Introspect error on :1.54:/org/jackaudio/Controller: dbus.exceptions.DBusException: org.freedesktop.DBus.Error.NoReply: Message did not receive a reply (timeout by message bus)
DBus exception: org.freedesktop.DBus.Error.ServiceUnknown: The name :1.54 was not provided by any .service files

As far as I can tell the module is loaded in the pulseaudio config.
