Usb mouse and usb dongle are not detected at boot up

Yesterday I noticed that I couldn't use my mouse (usb) when I started Openbox (standalone). I can use the keyboard. My wifi connection (usb diongle) fails as well. Normally my wifi connection is set up automatically at boot. A minute after Openbox starts the mouse is working again. I connect manually to the internet. Today I have the same problem. But now netcfg tells me wlan0 does not exist. Neither the mouse nor the usb dongle show up in the lusb list. After a while it does.(?).
I have a second Arch system on my second HD. When I start this one, there are no problems with the mouse and the usb dongle. They are listed by lusb from the start.

Is this related to the problem with the usb or is this something different?

When I remove the usb dongle (Belkin Components, F5D8053 N Wireless USB Adapter v3000 [Ralink RT2870]), the problem disappears. The mouse works without any problem now. The codec_read boot messages are still there.
The usb dongle doesn't cause any problems when I boot into the Archlinux system on my second HD. This seems to rule out a hardware problem with the usb dongle.
