Repair/reinstall Arch system files

I have an Arch installation inside VirtualBox which seems to be corrupted (probably due to an unclean shutdown). Pacman doesn't work saying /usr/lib/libcrypto.so.1.0.0 is too short (the file is empty actually). I've encountered another empty file, /usr/bin/scp, and I guess there are more. My data seems to be intact. Is there a way to reinstall/repair the corrupted system files while keeping my data, settings and configuration?

Why not boot the arch install iso, arch-chroot and do the pacstrap base base-devel?
