[Solved] Intel quad core load distribution?

Hey guys,
I'm running KDE on Intel i7 w/ 8g ram. Lately I've been noticing slow performance, watching CPU load while processing tasks I will watch one core run at 100% while the others bounce around under 5% and not "help".
Am I missing something here? Can one single process only use one core?
I have tried upgrading my intel-ucode. Here is some system info if anyone has any ideas:

Not all apps have multiple threads, some apps are only single threaded, tar for example which I believe is for legacy reasons.

EDIT/ In fact a lot of processes that read/write to disk won't gain anything by being multi-threaded as the limiting factor is the speed that can be read/written, spawning more threads won't magically increase read/write speed.

Thanks. This makes sense, watching the process where I notice single core loads like this are definitely read/write type.
