Chromium deprecates --scroll-pixels flag; here is the backport!

Since upstream chose to yank support for the switch to adjust the scroll speed of the wheel mouse,[1] and since my flyspray request[2] for our package to use the back-port was rejected, I now provide the back-port patch for those of us wishing to have this ability again, see links below.

Once patched and compiled, to use it, simply launch chromium like this (adjust the value to your liking):

chromium --scroll-pixels=300

Options:
1) Compile it yourself.
2) Use precompiled bins built by me (i686 and x86_64) hosted on my unofficial repo.

yea, it agitated  me to see this removed.  now I scroll far too slowly in chromium.  Could someone interpret #33974 for me?  Is it possible to get this functionality back?  I don't know anything about patching.  Thanks.

thx for shipping another great package! ... does the pepper flash plugin also needs to be patched to work along the chromium pixel-scroll version?

The port to v31 is online now.  Thanks to dlh for fixing the code for this version which is something I couldn't do on my own.
