I found that the ~/.config/google-chrome/Default/File System contains about 400mb of files I have no idea of. Is it needed, or can I just remove it?
I am only using chrome as my secondary browser and for gmail.

It's where chrome stores files from the HTML5 filesystem API. It should be safe to delete it; apparently you have used some some service that uses it. Maybe gmail uses it for caching attachments or something?
I know that for example mega.co.nz makes use of it, and I have ~350MB of trash sitting there myself. No idea where to delete it within chrome
BTW: You can just look at the files, they are not encrypted or obfuscated in a special way:
[~/.config/chromium/Default/File System/000/t/00]% file *
00000000: Zip archive data, at least v2.0 to extract
00000001: RAR archive data, v1d, os: Win32

Ah, thanks. I added it to my script that deletes cache files after X days.
