Limit wireless speed/bandwidth?

I am trying to perform some measurements where I download some files from a local network over wireless router... but my wireless download speed jumps between 2MB/s to 4MB/s.

Is there a way to limit it to 2MB/s so that I can get more consistent results?

Yes, google for "traffic shaping".

It's subtle. For instance, you can't dictate the speed that you receive packets at. What you can do, is "drop" packets if you feel they are arriving too quickly. And then let TCP/IP handshaking get them re-sent.
