Have you gone over this section of the wiki and made sure everything is done? Are you using the legacy driver? If so how did you install it, and from where?

Re: StartX Failing With ATI Proprietary Drivers

I have installed the legacy catalyst drivers from Vi0l0's unofficial repository, did aticonfig --initial, blacklisted radeon, and disabled kernel mode setting. I have tried using the catalyst-hook package as opposed to the regular catalyst package which did not fix the issue either.

Re: StartX Failing With ATI Proprietary Drivers

Did you also do

Then we will have to make sure that the fglrx module gets auto-loaded. Either add fglrx on a new line of an existing module file located under /etc/modules-load.d/, or create a new file and add fglrx.

And what's the output of

# modprobe -v fglrx

Re: StartX Failing With ATI Proprietary Drivers

Yes the fglrx module seems to be loading without issue, and there is a line in /etc/modules-load.d/catalyst.conf with fglrx.

modprobe -v fglrx executes successfully with no output,
lsmod | grep fglrx outputs:

fglrx 3207753 0
amd_iommu_v2 7400 1 fglrx
button 4670 1 fglrx

I would also like to note that fglrxinfo outputs: Error: unable to open display (null).

Re: StartX Failing With ATI Proprietary Drivers

I have issues with the catalyst drivers too.  You said you used the legacy drivers.  What is your xorg version? What about mesa?  You may need to downgrade these, along with xf86-video-* and *-dri.

Re: StartX Failing With ATI Proprietary Drivers

SOLVED.

After playing around with my installation for quite some time, I got it working by installing the grub bios boot loader rather than it's efi counterpart which fixed my driver issues.

As part of configuring Grub, did you have to change a setting in your BIOS along the lines of "Enable Legacy Boot"?

If so, for me that was what I had to change to get Catalyst<13.2 working; and I still use EFI to boot! Just a thought, but that might well have been the actual problem.
