When I try to launch gnome clocks from the main menu bar (clicking on date), clocks doesn't launch.

Forgive this ! It looks like gnome-clock is not installed on upgrade from gnome 3.6. Could be a good bug to fill

IMHO upgrading upgrades only the installed packages. For a full Gnome 3.8 setup one needs to reinstall the groups, testing/gnome and testing/gnome-extra.

Problem is related to new packages which are needed to give a "full" version of Gnome. Like Gnome clocks

Updating 3.6 to 3.8 cannot provide those new packages. That would be an unattended installation. One has to install each of the new packages manually or reinstall the entire group to get them.
