is it safe to delete the file
/usr/lib/firmware/carl9170-1.fw
or force the upgrade of this package?
pacman says it exist in filesystem,
and complains on conflicting files.

Is it orphaned?
pacman -Qo /usr/lib/firmware/carl9170-1.fw
If nothing owns it, probably safe to delete, but just to be sure, rename it to something else.
EDIT: I don't have that on my system:
% pacman -Ss linux-firmware
core/linux-firmware 20121118-1 [installed]
Firmware files for Linux
% pacman -Qo /usr/lib/firmware/carl9170-1.fw
error: failed to read file '/usr/lib/firmware/carl9170-1.fw': No such file or directory
