How to use abs behind proxy?

I recently installed arch linux on my laptop and I want to install dwm on it. The arch linux installation guide recommends the use of abs for compiling dwm. However, abs does not seem to work on my system. Since I am behind a proxy server, I exported all the relevant proxy setting including RSYNC_PROXY. with the username and password. But abs refuses to budge. Most of the time I get the following message

==> Starting ABS sync...
rsync: failed to connect to rsync.archlinux.org (89.238.67.251): Connection timed out (110)
rsync: failed to connect to rsync.archlinux.org (2a00:1828:2000:547::2): Network is unreachable (101)
rsync error: error in socket IO (code 10) at clientserver.c(122) [Receiver=3.0.9]

At times I also get the following one.

    ==> Starting ABS sync...
bad response from proxy -- HTTP/1.0 403 Forbidden
rsync error: error in socket IO (code 10) at clientserver.c(122) [Receiver=3.0.9]

What am I doing wrong? please help...
